It is almost impossible to get traffic to a new piece of content or an existing URL if the URL is not indexed. You can increase the index rate for URLs on your website by submitting a sitemap in Google search console or you can improve website navigation so that content is picked up better.
An XML sitemap is usually the way to go. You can also add a HTML sitemap but in Google search console it gives you the option to submit an XML sitemap.
Refreshing content is a great way to keep your website updated and also helps to increase traffic to your website. You should aim to add a few hundred words to old content. You can then monitor these pages in Google analytics to view the increase in traffic.
